If you'd like to make a homebrew or proxy magic card, just type some junk into whatever pops up when you click here.
That's a bookmarklet, so you can drag the link to your bookmarks toolbar an let it live with you forever. Note it is probably best to make a card after opening a new/blank tab, and your work will be lost if you click the card, so screenshot it!
I usually use the Firefox screenshot tool and then edit in Microdick Paint after that to add excellent art.

If you want a version with fancy mana and tap symbols, I made that too. It's this one. I kinda like the barebones version though.
